The Local Property Tax Hustle

Local governments are getting more and more of your tax dollars every year due to the broken property appraisal system in Texas. This has allowed local politicians, like Kevin Cole, to claim that they’ve “lowered property tax rates” when in FACT he’s increased your property taxes. The metric to look for is what the “No-New-Revenue” (NNR) tax rate is calculated at and whether the local government has adopted at or below that rate. Any tax rate adopted above the NNR tax rate is a TAX INCREASE even if the adopted rate is lower than the last year’s rate.

What is a No-New-Revenue Tax Rate?

The No-New-Revenue (NNR) tax rate is the rate the taxing unit needs to generate about the same amount of revenue they received in the previous year if the rate was applied to the same amount of properties in both years. If property values rise, the NNR tax rate will go down and vice versa.
